British and Scottish Authorities Clash Over Footing the £24.5m Bill for Trump and JD Vance Trips
The UK government is being called upon to "step up" and reimburse the £24.5 million cost incurred during the recent visits by former President Trump and JD Vance to the Scottish nation, according to a senior Scottish minister.
Significant Provisional Costs Disclosed
Provisional expenses amounting to nearly £24.5m for the pair of official trips have been published by the Scottish government.
Ivan McKee described the UK government's refusal to provide funding as "ridiculous," arguing that both visits were clearly official, noting that the American leader held meetings with European Union chief the EU's von der Leyen and UK prime minister Sir Keir Starmer during his July stay in the northern nation.
Details of the Visits and Related Security Expenses
Donald Trump visited his golfing resorts at Turnberry in Ayrshire and Menie in Aberdeenshire over a week-long trip in July, while American VP Vance spent around four days in the Ayrshire region in late summer.
In a formal letter to the Treasury minister James Murray, Scotland’s finance secretary wrote that the trips placed "significant operational and financial burdens on public services in Scotland, particularly the Scottish police force."
The Edinburgh administration estimates that the estimated expense for securing the presidential visit alone was £21 million, which involved maximum daily assignments of over 4,000 officers, while costs for the vice-president’s trip were approximately £3m.
Complex Policing Operation
This complex security mission was the biggest in Scotland since the death of Queen Elizabeth II in 2022, and included regional police, specialist units, special constables and officers from across the UK for expert assistance.
The Finance Secretary stated: "Following your decision not to provide funding to Scotland for expenses accrued in relation to the trip of Donald Trump to the nation in summer 2025 and the subsequent trip of VP JD Vance, I am writing you to ask that you reconsider this stance and provide full reimbursement for the cost of the trips."
Westminster Response and Previous Example
The British administration stated that the trips were personal and "not part of official government duties." A spokesperson commented: "The Scottish government are responsible for security expenses in the country as per established devolved funding arrangements."
While Robison pointed to past instances where the British administration reimbursed the expense of Trump’s 2018 visit to the nation, it is believed that trip came after a official UK government invitation, in which instance it covered protection expenses under its funding guidelines.

I think it’s ridiculous, it was clearly a work visit … Especially when you have the prime minister Sir Keir meeting with Donald Trump, holding joint briefings with them, engaging in international business with them, its really stretching the bounds of credibility to say this was merely a private holiday trip."
