Ukrainian President Volodymyr Zelensky Asserts Absence of Clear Security Pledge from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have failed to provide sound guarantees that they will defend Ukraine in the case of a future Russian attack.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after Britain and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to end the war with Russia is agreed.

However, full security guarantees have not been agreed. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.

Allies proposed that the United States would take the lead in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the announcement made in the French capital.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukraine's land.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the foreseeable future".

He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the years to come."

The Ukrainian leader praised that accord as a "huge step forward".

A day later, however, he seemed more cautious.

"I see the will, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we don't have such security guarantees - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you still have to rely primarily on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on agreeing security protocols.

Recently, Zelensky said a peace deal was "90% ready".

Questions of land and defense pledges have been at the center of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Russian forces now holds about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions form the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - particularly targeting power facilities. Russia has also made slow progress in capturing more Ukrainian territory.

Ukraine has hit back at Russian targets with unmanned aerial vehicles, though with varying degrees of effectiveness.
